Police say they hope an Illinois man will be denied bail after posing as a U.S. senator and carrying a phony CIA badge in yet another attempt to abduct a Schererville woman. Raymond Elwood Howard-Lear, 35, was charged Monday with felony stalking and conspiracy to commit confinement after he tried to hire a Kokomo-based bail bondsman to kidnap a 34-year-old Schererville woman. He told the bondsman she needed to be taken by force or the threat of force from a home in Schererville, where she was being held against her will as a drugged sex slave, and taken to a detox center in Mexico.

Lynwood man jailed after allegedly attempting to abduct ex-girlfriend

Raymond Howard-Lear, 35, was charged Friday with conspiracy to commit confinement and stalking by the Lake County prosecutor’s office. Howard-Lear is being held in the Lake County Jail.

Howard-Lear reportedly posed as a U.S. senator in an effort to get a Kokomo bail/recovery agent to abduct the 34-year-old Schererville woman who he reportedly claimed was his common-law wife and in the custody of drug dealers, police said.

Schererville police Cmdr. Randy Reno said the agent discovered the man was not a senator and the story was false. The Kokomo agent then contacted Schererville police.

“Mr. Howard-Lear allegedly asked the bail agent to fly the victim to Mexico where he reported that he was going to put her in a detox clinic,” Reno said. “Police have inspected the woman’s home several times as well as conducted several interviews with her. There is no evidence or signs of drug use in the house. We believe he made up the story in an attempt to justify his obsession and attempted confinement of his former girlfriend.”

When Howard-Lear, was arrested, police said his vehicle contained clothing, personal hygiene items, duct tape and a fake CIA badge and CIA photo identification with his photograph.

Reno said the police have a series of previous reports involving Howard-Lear.

On Sept. 5, Howard-Lear was charged with one count of felony confinement and one count of misdemeanor battery after the man and his mother, Ruth Lear, 67, also of 531 Deborah Lane, Lynwood, allegedly beat the Schererville woman and shocked her with a stun gun in an effort to abduct her.

According to a previous news report, they reportedly tried to pull the woman into their van, in which police found fur-covered handcuffs, a ski mask and gloves.

The victim escaped and the duo were arrested when they went to a local exercise club and claimed they were the victims in an attempt to cover up their crime, police said.

Howard-Lear and his mother were charged with felony criminal confinement, felony battery, criminal confinement and misdemeanor battery.

 

A motion was filed then to increase Howard-Lear’s bond to $33,000 but a month later, his bond was reduced to $5,000 and he was released, Reno said.

Authorities also served Howard-Lear with an order of protection telling him to stay away from the Schererville woman and not to harass her.

 However, on Oct. 21, the woman said she got a call from her uncle who told her Howard-Lear was out of jail. Two days later, police talked to the prosecutor’s office about the recurring problems between the pair and they agreed to revoke the man’s bond.

CROWN POINT — A Lynwood man has been sentenced to three years in prison after pleading guilty to felony criminal confinement, felony battery, criminal confinement and misdemeanor battery stemming from an attempt to abduct a former girlfriend and then beating her and shocking her with a stun gun a little more than one year ago.

Raymond Lear’s lawyer, Kevin Relphorde, said Lear initially received a sentence of six years Wednesday but it was suspended to three years. Relphorde said Lear has been in prison for about one year, so he probably will serve six months in prison.

“We were satisfied with the sentence,” Relphorde said. “He (Lear) is very desirous to get on with his life. He still loves the victim, the woman in this case, but wants to get on with his life.”

 

The former girlfriend, a Schererville woman, was beaten and shocked with a stun gun by Lear, then 35, and his then 67-year-old mother, Ruth Lear, in an abduction attempt in the Plum Creek subdivision on Sept. 10. 2003.

They tried to pull the woman into their van, in which police found fur-covered handcuffs, a ski mask and gloves.

The victim escaped. The Lears were arrested after calling Munster police in an attempt to cover up their crime, saying they were attacked by the victim, police said.

Lear, 35, of 531 Deborah Lane, Lynwood, was arrested Sept. 12, 2003.

On Sept. 15, 2003, identical charges of felony criminal confinement, felony battery, criminal confinement and misdemeanor battery were lodged against the pair.

The incident unfolded Sept, 10, 2003, in the 100 block of Juniper Drive in Schererville.

According to Schererville police, the victim, a 34-year-old woman, was getting out of her vehicle as she returned to her home when a neighbor saw Lear attack her and called 911. Police said the man’s mother then joined the assault, assisting her son, who was trying to pull the woman into their van.

The victim was able to escape and drove away, meeting up with police responding to the 911 call a few blocks away. The victim told police she recently ended a relationship with the son.

After the woman fled, the mother and son drove to Fitness Pointe, 9950 Calumet Ave., Munster, where they called Munster police to report being attacked with a stun gun. Shererville police said the pair told Munster police the 34-year-old victim had attacked them.

Munster police called an ambulance and also called Schererville police, knowing they too were called to an incident involving a stun gun. The pair were taken to St. Margaret Mercy Healthcare Centers in Dyer for their alleged injuries, Reno said.

Upon their release Sept. 12, 2003, the mother and son were taken to the Schererville police station for questioning.

In addition to the fur-covered handcuffs, ski mask and gloves, police found binoculars, a BB pistol, a sledge hammer, walkie talkies and a spiral binder in which a map of the Plum Creek subdivision was drawn inside the van.

Reno said the victim sustained cuts and bruises to her arms and head in addition to burn marks where she was apparently shocked by the stun gun. She was treated and released from a local hospital.

A Lynwood, Ill., man was resentenced Thursday to five years in prison after his previous sentence was overturned by the Indiana Court of Appeals. Raymond Elwood Howard-Lear, 37, who pleaded guilty to battery causing serious bodily injury, faced a maximum eight-year prison term.

He previously had been sentenced to three years in prison and three years on probation.

Lake Superior Court Judge Diane Ross Boswell said she was imposing an aggravated sentence above the four-year starting point because Howard-Lear violated a protective order and had contact with the victim.

Howard-Lear was charged in November 2003 with stalking and conspiracy to commit confinement. …

There is a seven-page opinion by the Indiana Court of Appeals which says that in 2003 Howard-Lear was arrested for attacking his ex-girlfriend. He was then sentenced to six years in prison, but was released after only 18 months. A little more than a month after being released, in 2005 he accosted his ex-girlfriend again, this time in Illinois, and tried to convince police called to the scene that he had papers that would allow him to have his ex-girlfriend“committed.” When she showed that in fact she had a restraining order against him, police arrested Raymond Howard-Lear. He was ordered to serve 166 days in Cook County jail, and then was resentenced in Indiana on his original charge to five years in prison. He appealed the sentence, and lost.
